With the end of Pennsylvania electric rate caps on Dec. 31; PECO and the other electricity providers are now advertising that electric rates are expected to go up about 10 percent for the average residential user. And that is just the start of the electricity rate increases!
One way to prevent getting gouged by your electricity provider is to install a solar system. A properly sized solar system will eliminate your electric bill altogether! And you might even make a few dollars by selling your excess solar power back to your utility company at their new higher rate per kilo-watt hour! Now that’s poetic justice!

Sunny Day Power will provide qualifying customers a 1 year (same as cash) loan for the amount of the expected State and Federal incentives. Thus, for a typical 4KW system, Sunny Day Power will provide a 1 year interest free loan for $15,340 (representing $7,000 that you are expected to get back from that State for the Sunshine grant, plus $8,340 that your are expected to get back from the Federal as tax credit). Therefore, when a customer receives their solar rebates and tax credits they are expected to promptly pay off this loan.
Next, Sunny Day Power will provide qualifying customers with a second unsecured loan for the balance of the system (i.e., for the balance you will owe after rebates). For loans from $1,000 to $15,000: 5.99% Fixed Rate for 3, 5 or 10 Year Term. Unsecured – no Lien, no fees or closing costs, no pre-payment penalty. Thus, for a typical 4KW system, Sunny Day Power suggests a $12,460 loan 5 year at 5.99%; which represents a monthly payment of $240.83 for five years.
Sunny Day Power believes this special financing opportunity will tremendously help PA residents obtain a solar system who are otherwise unable to finance the entire large up front cost of a solar system install.
The PA Sunshine Program has now fully allocated all Tier 1 funding for the residential PV program. All residential PV projects that have not already been approved will now be reviewed for Tier 2 funding which provides grant funding at $1.75/watt for system up to 10,000 watts in size.

On January 27, Mayor Nutter was joined in West Philadelphia by Councilwoman Jannie Blackwell, Deputy Mayor Alan Greenberger, Jeremy Nowak President of The Reinvestment Fund, and Peter Longstreth President of PIDC to announce that $9.5 million will be available to small businesses in Philadelphia to improve the energy efficiency of their buildings and equipment.
The Mayor announced two sources of green funding for small businesses: $9 million in Greenworks Loans available in amounts from $100,000 to $1 million, and $500,000 in Greenworks Rebates available in amounts up to $10,000. The funding is a blend of Recovery funds from the Energy Efficiency and Conservation Block Grant and private capital from The Reinvestment Fund.
“The Greenworks Loan Fund merges the City’s Recovery Act resources and vision with TRF’s private capital and energy investing experience to spur clean energy development,” said Jeremy Nowak. “Together, we will quickly deploy loans that integrate sustainable energy best practices in quality projects and put Philadelphians back to work.”
Applications for both Greenworks Loans and Greenworks Rebates are available now through the City’s Business Services Portal at www.phila.gov and at PIDC’s website at http://www.pidc-pa.org/DevelopmentOpportunities.asp.

Applicants that are eligible for low income solar assistance must verify their income is 60 percent of the state median income as defined by Pennsylvania’s Department of Public Welfare. Below are the gross income limits based on household size for tax reporting purposes.

Applicants who apply for low income solar assistance will be required to report and verify all earned and unearned income to determine eligibility. Sources of income verification include but are not limited to:
- Tax Returns (Federal or State)
- Employer’s statement of past or anticipated earnings
- Statements documenting income
Low income families will see a benefit over the regular rebate. The regular rebate is calculated at a dollar per watt (currently $2.25/watt) where the low income rebate is calculated at 35% of the system installed price.
Here is a general example (your situation may be different) if you install 5,180 watt system; the regular rebate will provide you about $11,665; however the low income rebate will be around $13,305.
Funds are going FAST! Since the program opened in the beginning of July 2009, 12.4% of the funds have been allocated. These funds have been allocated in only a month’s time; and the program is new.
